New Data Puts Library Budget With Tax Cap

The Clifton Park-Halfmoon Public Library is subject to the recently passed legislation establishing a 2% property tax cap. Although the Library Board of Trustees developed a conservative budget for 2012, tax base growth factor information for the library district was unavailable before the budget vote, so the 2% tax cap could not be met without cutting services or personnel.

Based on that information, the Library Board of Trustees unanimously voted to override the cap by 0.59% in order to fund an operating budget of $3,954,181. On September 15, 2011 residents of Clifton Park and Halfmoon voted by a two-to-one margin to approve the 2012 Clifton Park-Halfmoon Public Library tax levy of $3,651,139.

New information shows the proposed 2012 tax levy is within the 2% property tax cap. In late September the tax base growth factor for the library district was released by the Department of Taxation and Finance. When the library district tax base growth factor of 1.0136 is applied, the levy of $3,651,139 does not exceed the 2% property tax cap. 

Clifton Park-Halfmoon Public Library Director Alex Gutelius shared the good news with the Board of Trustees at their October meeting.
