Library Director III
Distinguishing Features of the Class:
Serves as chief administrator of a library serving a population of 25,000 to 50,000. This is an administrative position involving responsibility for all library functions. The work involves carrying out broad policy as determined by the Library Board of Trustees. General supervision is exercised over the work of subordinate supervisors, including professional and clerical personnel. Does related work as required.
Typical Work Activities: (Illustrative Only)
- Attends Board and Board Committee Meetings
- Directs, supervises, and monitors the expenditures of library funds and the collection of library revenue
- Prepares preliminary budget estimates
- Submits an annual budget to the library board
- Represents the library before governmental agencies and community groups in seeking financial resources for the library
- Recommends and administers policies on the purchase of library materials
- Develops and evaluates plans for library services; evaluating the effectiveness of the library's services and programs in relations to the changing needs of the community
- Recommends necessary library services to the board
- Reviews, recommends and/ or develops policies for the operation of the library
- Reviews and/ or develops new procedures for library services
- Supervises the work of library of library unit heads and administers personnel policies
- Recommends appointments, transfers promotions and dismissals and staffing patterns of personnel
- Reviews, recommends, and/ or develops, and administers personnel policies
- Prepares and or reviews performance evaluations of staff members
- Conducts staff meetings
- Represents the library at community and group meetings
- Keeps informed of professional developments through participation in professional organizations, and professional materials, attends professional meetings, system meetings, workshops, and continuing education courses
- Recommends and administers policies on the purchase of library materials
- Recommends and administers public relations programs
- Supervise the maintenance library property, building and grounds
- Recommends repairs, alterations and new construction
- Selects materials for acquisition
- Performs difficult and involved informational, reference and referral services

Comprehensive knowledge of library administrative practices; comprehensive knowledge of modern library organizations, procedures, policies, aims and services; comprehensive knowledge of modern principles and practices of library science; thorough knowledge of applications of computer technology to library operations ; ability to train and supervises the library staff; ability to plan and coordinate the work of others; ability to exercise leadership and motivate others; good knowledge of library techniques; good knowledge of library materials; ability to carry out library policies; ability to comprehend users' needs quickly and accurately; ability to evaluate situations, meet people easily, and participate effectively in the cultural and intellectual activities of the community; ability to express oneself clearly and concisely both orally and in writing to groups and individuals; initiative in making constructive suggestive for improvements in services and collections; tact; courtesy; good judgment; physical condition commensurate with demands of the position.
Minimum Qualifications:
A Master's Degree in Librarianship, or equivalent* from a college or university recognized by the New York State Education Department, and/or accredited by the American Library Association; Six or more years of satisfactory professional library experience in a library of recognized standing, 2 or more years of which must have been in an administrative capacity. (*MLS has a new designation in some colleges and universities)
Special Requirements for Acceptance of Applications:
Eligibility for a New York State Public Librarian's professional certificate at time of application for appointment; possession of certificate at time of appointment.
